With foreclosures on the rise, someone needs to maintain these appraisals for REO properties and make sure they stay clean, safe and ready for investors and new buyers. If you are in the business of taking care of these homes you will need to know what the cost allowables for boarding and servicing.
Mortgage Lenders and Brokers have several homes that need to be cleaned, secured and maintained. There are more homes that need preservation than there are homes being sold.

The reason it is best to go to the Federal Housing Administration (FHA), which is part of the Department of Housing and Urban Development (HUD), administers various single family mortgage insurance programs is because they will have the accurate guidelines for your state.
How it works is that these programs operate through FHA-approved lending institutions which submit applications to have the property appraised and have the buyer's credit approved. so in the case of lenders they fund the mortgage loans which the Department insures. So it is important to note that HUD does not make direct loans to help people buy homes.
As for the Section 203(k) program it is the Department's primary program for the rehabilitation and repair of single family properties and the good thing is that it is an important tool for community and neighborhood revitalization as well as for expanding homeownership opportunities.

HUD Issues New FHA Guidelines for Short Sales, In 2011 the Obama Hope Plan takes effect to help borrowers obtain a short sale and avoid foreclosure, how it will work is that the short sale will compensate the borrower with $1500 for moving expenses and $3000 to negotiate a second trust deed.
It also has been reported that as part of the Department of Housing and Urban Development’s new HECM counseling protocols, counselors are given the ability to withhold a HECM certificate if borrowers can’t demonstrate basic knowledge of reverse mortgage concepts.
HUD Mortgagee Letter 2010-18
The Mortgagee Letter provides updated consolidated property and preservation (P&P) guidance for foreclosed properties that had been secured by FHA-insured mortgages, and provides cross-references to the compliance requirements within HUD handbooks, regulations and current P&P guidelines.
Some of the changes to the process requirements for over-allowable expenses, include Setting a per property allowable cost limit; and Mandating submission of all documents to the Mortgagee Compliance Manager (MCM) through HUD’s P260 system.
Other things include the emphasizes FHA’s current conveyance condition standards as well as the requirements for removal of interior debris and maintain the property in broom-swept condition; and servicers of FHA’s inspection requirements.
HUD Mortgagee Letter Updates HECM Loan Application
HUD Mortgagee Letter 2010-04: Loss Mitigation for Imminent Default where it defines imminent default and provides guidance to FHA-Approved servicers on how to assist those FHA borrowers.
You will notice that the FHA is limiting the loss mitigation options that may be used to assist borrowers facing imminent default to forbearance and FHA-HAMP.
Variations
Variations (Los Angeles) Mortgagees are not to perform any interior debris removal except for those items considered to be health or safety hazards or where local code enforcement activity makes it necessary. Review file must be supported with a copy of a Notice of Violation, Abatement Order, or similar documentation.
Anytime the local municipality issues a citation requiring clean up and debris removal, the mortgagee is responsible for completion of that requirement immediately.

I have been away from my home for two years however i have been maintaining it and paying the mortgage and taxes. I am current on these.
So why did i find a hud lock on my back door? And statements throughout the house saying "this home has been winterized"? when im still paying the monthly mortgage.

We are an expirienced property preservation company in Kansas City Mo-Kansas City Kansas and surrounding areas, Last year we increased our zip-code areas to over 375, last year we did over 83 properties (clean-outs and preservation) for 1 company, we did 36 properties for another company and 1 property for another company. We have never had a call back or re-do on any job, we are fully insured , we are incompliance with HUD guidelines.
